ROYSE CITY —
A 6-cent tax rate increase to help make escalating debt payments was approved Monday night by the Royse City Independent School District’s Board of Trustees.
“Really, the increase in the tax rate is a combination of two things,” said Jimmy Butler, associate superintendent of operations. “Number one, escalating debt payments and the valuations have remained flat.
“In previous years, our debt payment was escalating, but also our tax value was escalating. But the downturn of the economy, those (property values) have flattened out, but debt payments have continued to escalate.”
The board approved a new tax rate of $1.67 per $100 valuation. The 6-cent increase raises the tax rate for interest and sinking from 44 cents to 50 cents. The tax rate for maintenance and operations remains at $1.17.
The 50-cent and $1.17 are the maximum tax rates allowed by current legislation.
In the general operating fund, Butler said, expenses for the 2012-13 fiscal year are projected to be about $36.2 million. Revenue is expected to be about $35.7 million. The deficit will be about $561,000, according to Butler.
Butler said budget information presented Monday night was the same as presented during earlier budget workshop meetings.
The budget features a pay raise for teachers and staff members.
The pay raise would be a one-step increase to all employees on the teacher pay scale – ranging from $200 to $1,400 per year, depending on the step – and a 1.5 percent increase from mid-point to all other job categories.
During the 30-minute meeting Monday night, a public hearing was held to discuss the proposed budget and tax rate. Only three people were in the audience, a Herald-Banner reporter and two school district residents — Lynn and Lizette Hensley.
The Hensleys asked several questions during the public hearing. After the meeting, they agreed that getting answers to their questions and hearing other information presented was helpful in understanding the budget and tax rate.
